Abstract
Current strategies to promote development emphasize the local dimension and thefocus of action on the territory. Numerous references have also been made tothe need to coordinate actors and to think transversally in planningtraditional between sectors. It's about aspiring to truly build a dynamicfederalist, where regions and states are the engine of development, without falling intofragmentation and regionalism but in mechanisms of dialogue, concurrence andcooperation between levels of government.
