Abstract
There is broad agreement that the functioning of institutions determines the evolution of economies and the specific growth path of cities and countries; that is, that the norms and rules, formal (such as contracts and agreements between companies and actors) but also informal (such as codes of conduct and conventions), existing in each society, play a strategic role in development processes .
