Abstract
In 1990 the world conference "Education for All" was held in Jomtien, Thailand. Governments pledged, among other things, to guarantee quality basic education, increase coverage and reduce illiteracy. In 2000 in Dakar, Senegal, the process was evaluated and the fulfillment of the goals was extended to 2015. The commitments of the "Education for All: 2000-2015" summit were the same: universal literacy and schooling, quality, efficiency, gender equity and equality in education.
