Abstract
Innovation and development are concepts that since the 1990s have tended to appear irretrievably linked to local government. This is because, along with the decentralization processes promoted by the nation-states, a vision was promoted in which it was prescribed that the municipality needed to innovate to fully fulfill functions related to promoting the development and well-being of local people.
